Arbuzov, Klyuyev, Polishchuk, and Dehrik-Shevtsova are on Ukraine’s sanctions list
President of Ukraine Volodymyr Zelenskyy has enacted the decision of the National Security and Defence Council to impose sanctions on Serhiy Arbuzov, Andriy Klyuyev, Viktor Polishchuk, and Alyona Shevtsova.
According to Ukrinform, the relevant decree No. 231/2025, dated April 12, 2025, titled "On the Imposition of Personal Special Economic and Other Restrictive Measures (Sanctions)," has been published on the official website of the President.
The Secretary of the National Security and Defence Council is responsible for overseeing the implementation of this decision.
The decree enters into force from the day of its publication.
As stated in the decision, the NSDC endorsed the proposals submitted by the Security Service of Ukraine regarding the imposition of personal special economic and other restrictive measures (sanctions).
The Cabinet of Ministers, the Security Service of Ukraine, together with the National Bank of Ukraine, and the Commission on State Awards and Heraldry under the President of Ukraine are tasked with ensuring the implementation and monitoring of the effectiveness of the sanctions.
The Ministry of Foreign Affairs is instructed to inform the competent authorities of the European Union, the United States of America, and other states about the imposition of sanctions and to raise the issue of introducing similar restrictive measures.
Sanctions are imposed against officials during the presidency of Viktor Yanukovych - former head of the National Bank of Ukraine and former First Deputy Prime Minister Serhiy Arbuzov, as well as former First Deputy Prime Minister, former Secretary of the NSDC, and former Head of the Presidential Administration Andriy Klyuyev.
Sanctions are also imposed against Viktor Polishchuk and co-owner of "Ibox Bank" Alyona Shevtsova.
According to media reports, Viktor Polishchuk owned the household appliance network "Eldorado" and the shopping mall "Gulliver".
